HOW DOES THE PROCUREMENT SOLICITATION ALIGN OR CONTRIBUTE TO SDG 16?
The RFP aligns with SDG 16 in several ways, particularly through its emphasis on the establishment of strong and inclusive institutions, the rule of law, and transparent and accountable governance.
The SDG 16 aims to "Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels." Here are the key points of alignment:
Public-Private Partnership (PPP): The RFP seeks to establish a Joint Economic Partner Agreement (JEPA) with a developer to redevelop city-owned properties. This public-private partnership approach is in line with SDG 16's target to enhance inclusiveness and participation in decision-making processes.
Transparency and Accountability: The RFP process is open and transparent, with public advertisements, clear instructions for submitting proposals, and a detailed evaluation criteria. This promotes accountable governance, which is a core aspect of SDG 16.
Rule of Law: The RFP includes standard terms and conditions, such as the requirement for developers to indemnify the city and adhere to insurance requirements. This ensures that the project operates within the legal framework of the state, supporting the rule of law.
Access to Justice: The RFP mentions that the developer's proposal should include a statement against discrimination, reflecting the goal of ensuring access to justice for all.
Inclusive Institutions: By inviting proposals from developers, the city is engaging with the private sector to create inclusive institutions that can drive sustainable development. The RFP also allows for the submission of questions and the potential revision or cancellation of proposals, indicating a willingness to engage with stakeholders in an inclusive manner.
In summary, the RFP supports the principles of SDG 16 by fostering a transparent, inclusive, and accountable environment for public-private collaboration, thereby contributing to the development of a sustainable and just society.
IS THE SOLICITATION IN ALIGNMENT WITH OTHER SDGs?
Here are some of the other SDGs that the RFP aligns with:
SDG 8: Decent Work and Economic Growth - The RFP aims to create economic and financial benefits, which could lead to job creation and economic growth. The development project is expected to contribute to the local economy through increased property tax revenues, sales tax, and other revenues.
SDG 9: Industry, Innovation, and Infrastructure - The RFP calls for proposals that will lead to the development of infrastructure within the city. This aligns with the goal of building resilient infrastructure, promoting inclusive and sustainable industrialization, and fostering innovation.
SDG 11: Sustainable Cities and Communities - The RFP is part of a larger effort to revitalize the commercial corridor of Whyte Hardee Boulevard and create new public spaces, which supports the goal of making cities and human settlements inclusive, safe, resilient, and sustainable.
SDG 17: Partnerships for the Goals - The RFP is seeking to establish a public-private partnership, which is a direct embodiment of SDG 17's aim to strengthen the means of implementation and revitalize the global partnership for sustainable development.
The alignment with these SDGs demonstrates that this RFP is not only focused on the economic development of the properties but also considers the broader implications of the procurement for the community's social, economic, and environmental well-being.
