SOLICITATION TITLE: Purchase of local consultancy services in frame of the project Quality Education for All - North Macedonia
SUMMARY:
Through this RFT, the Council of Europe seeks to select 25 providers that will be awarded a framework contract to support the Quality Education for all project's implementation by providing consultancy services with a focus on research, policy development, and capacity-building activities.
SDG 4 AND TARGETS:
- 4.1 By 2030, ensure that all girls and boys complete free, equitable and quality primary and secondary education leading to relevant and Goal-4 effective learning outcomes
- 4.2 By 2030, ensure that all girls and boys have access to quality early childhood development, care and preprimary education so that they are ready for primary education
- 4.3 By 2030, ensure equal access for all women and men to affordable and quality technical, vocational and tertiary education, including university
- 4.4 By 2030, substantially increase the number of youth and adults who have relevant skills, including technical and vocational skills, for employment, decent jobs and entrepreneurship
- 4.5 By 2030, eliminate gender disparities in education and ensure equal access to all levels of education and vocational training for the vulnerable, including persons with disabilities, indigenous peoples and children in vulnerable situations
- 4.6 By 2030, ensure that all youth and a substantial proportion of adults, both men and women, achieve literacy and numeracy
- 4.7 By 2030, ensure that all learners acquire the knowledge and skills needed to promote sustainable development, including, among others, through education for sustainable development and sustainable lifestyles, human rights, gender equality, promotion of a culture of peace and non-violence, global citizenship and appreciation of cultural diversity and of culture’s contribution to sustainable development
- 4.A Build and upgrade education facilities that are child, disability and gender sensitive and provide safe, nonviolent, inclusive and effective learning environments for all
- 4.B By 2020, substantially expand globally the number of scholarships available to developing countries, in particular least developed countries, small island developing States and African countries, for enrolment in higher education, including vocational training and information and communications technology, technical, engineering and scientific programmes, in developed countries and other developing countries
- 4.C By 2030, substantially increase the supply of qualified teachers, including through international cooperation for teacher training in developing countries, especially least developed countries and small island developing states
HOW DOES THE PROCUREMENT SOLICITATION ALIGN OR CONTRIBUTE TO SDG 5?
The expected deliverables of the consultancy services include activities such as:
the implementation of provisions related to inclusive and multicultural education to strengthen the implementation of inclusive and multicultural education in the National Education Strategy
creating a national Democratic and Inclusive School Network, organizing study visits, and conducting awareness-raising events on inclusive and democratic education
engagement of pilot schools with local communities and civil society organizations to ensure an inclusive learning environment
developing new professional competences for teachers, training, mentoring and peer exchanges for teachers on democratic citizenship education, competences for democratic culture and the whole school approach;
These activities contribute to SDG 4 targets related to inclusive and equitable quality education, promoting lifelong learning opportunities, and fostering a culture of peace and non-violence. The focus on democratic citizenship education, human rights education, and whole school approach also aligns with SDG 4.7, which aims to ensure that all learners acquire the knowledge and skills needed to promote sustainable development and global citizenship.
Overall the consultancy services procurement align with the project's goal to promote democracy and human rights in and through education and equip young people with the competences to live in a multicultural society. By equipping young people with the competences to live in a multicultural society and promoting democratic and inclusive school governance, the project supports the broader goal of SDG 4 to provide quality education for all.
IS THE SOLICITATION IN ALIGNMENT WITH OTHER SDGs?
The deliverables activities listed above also contribute directly to SDG 10 (Reduced Inequalities) by promoting inclusive and equitable quality education for all, and SDG 16 (Peace, Justice and Strong Institutions) by fostering peaceful and inclusive societies.
The tender requirements and the framework contract scope contribute to SDG 10 by promoting reduced inequalities through the implementation of provisions related to inclusive and multicultural education, the engagement of pilot schools in local communities and civil society organizations, and the development of teachers’ professional competences. By doing so, the RFT supports the goal of reducing inequalities within the education system and ensuring that all learners have access to quality education, regardless of their background. Additionally, the capacity-building activities included in the framework contract, such as training, mentoring, and peer exchanges for teachers, contribute to enhancing educational opportunities and reducing disparities in education, which aligns with the objectives of SDG 10.
Additionally, the tender supports the creation of a national Democratic and Inclusive School Network for sharing and promoting best practices, implementing democratic school governance models, and raising awareness through conferences and events to present project results and raise awareness on inclusive and democratic education. These activities align with the SDG 16 of promoting peaceful and inclusive societies for sustainable development, providing access to justice for all, and building effective, accountable, and inclusive institutions at all levels.
